Update: Finances API v0 now supports EBT payments

Financial events that the following operations return can now contain EBTRefundReimbursementOnlyEventList, which is a list of EBT refund reimbursement events:
EBT payments require that all transactions are between the seller and the customer. Because of this requirement, Amazon refunds the seller, and then the seller refunds the customer.
This applies to the US marketplace.
