The GET_VAT_TRANSACTION_DATA report now includes a date limitation for report generation. The report is available from the third of each month. If you request the report before the third of the month, then Amazon returns a status of FATAL.

If you establish or update a monthly GET_VAT_TRANSACTION_DATA report request, make sure that the request is for the third day of the month or later to avoid a FATAL error response.
